Where does the probability shown on an opportunity come from?

It is a product of named, visible factors: starting rate, link between the two courses, timing, loyalty, last contact, the trade's calendar. No number comes out of a language model, and you can redo the calculation yourself.

Can it suggest a course we don't sell?

No. Recommendations are limited to the courses in your catalogue, and a topic you have excluded is never offered to a customer.
